I am not sure and don't see a comparison anywhere. Does one exist?

The description of Stardog Free is at Pricing | Stardog. Here it says:
Stardog Free is available for commercial use but it does not offer the following functionality (which is a part of our Enterprise offerings for on-prem and cloud): high availability, caching, backups, LDAP integration, or access to the full breadth of our Connectors. You can not sign up for Support packages on a Stardog Free license, but support is available through our Community.
To be explicit in answering your question: yes - Stardog Free supports reasoning and rules.
