Welcome, there aren't any PHP libraries specifically for Stardog that I'm aware of but Stardog supports standard SPARQL and has a Rest API https://stardog.docs.apiary.io/ that you should be able to use. I haven't really worked with PHP so I'm not sure how up to date these are but you might want to look at http://www.easyrdf.org/

And even more Graphite, a PHP Linked Data Library http://graphite.ecs.soton.ac.uk/ from the same author.
