Re-kicking the build seems to have resolved the issue, so @NovasTaylor, you should now be able to pull v1.13.1 of Studio for Windows. I'm chalking this one up to a random failure within a third-party build tool, but we'll keep our eyes open to see whether this happens again (and we'll be working to improve our Windows release testing story in general, too). Again, sorry for the inconvenience, but I hope this all works for you now!
Confirmed that 1.13.1 is now installing on Windows OS machines, including the PhUSE servers. I also confirm that the issue is fixed. I can get to the database properties and bring on/offline at will Thanks so much for your help.
Zachary - thank you for your suggestions as well. I'm on Windows by circumstance and not by choice.
