Do you not automatically send out Community licenses anymore? I went to register for a community license and got the email "Your Stardog Trial License Key Request". It used to include a link to download the license but now doesn't.

Correct, we don't automatically send out Community licenses anymore. You can either request one at the link you noted, or you can sign up for a free account at Stardog Cloud. If you do the latter, we'll manage the license and endpoint for you, so no setup required.

I did the former but didn't get a license. 
I just downloaded the community version. Is there still a way that I can obtain a license?
